In some states (such as Pennsylvania) is is illegitimate for agents or brokers to perform BPOs. Yes many agents will do them. Either they understand they are illegal, or don't care. But the Commonwealth of Pennsylvania has declared that any BPO is really a form of "valuation" purpose only an authorized appraiser may do this brand of work.
